FFVII is the main reason why, but it's also due to 1997's picture advantage.
1997 received better representation this round with the addition of Mario Kart and Star Fox 64.
Meanwhile....for some reason....1996 lost one of it's more notable games that was present last round:
Resident Evil.

1991 is rough going 8 deep
That 1991 list is missing Street Fighter II, but in general you're right. There's a big dropoff after the first four games for 91; the 4-picture format was perfect for it. If it doesn't get a SNES picture while 1994 gets its "Big 5" (the four from last round and DKC), I'll feel very confident in its chances.

I'd also sneak Killer Instinct in 1994, but that's just me!
Actually... let me completely reverse my last post. 1991 does have some good stuff! Assuming it gets its big four, it can round them out with

F-Zero
Super Castlevania IV
Battletoads
TMNT: Turtles in Time

That's not bad at all for a SNES year. Hell, I think it rivals what 1994 can muster for a secondary four. The question is whether it can get a few of these games.
Hmm, yeah I guess I missed some stuff for '91. That's better, but I still don't think it's nearly as impressive as '94.
I think 1996 is a year that sounds great at first then you go a little deeper and realise it doesn't have that many games.

With that said, still surprised at the level of beatdown this is.

1st Rotation: Even if you'd take SM64 > FFVII SotN would crush Crash even before any kind of PS SFF
2nd Rotation: Now it's the N64's turn to crush 1996's games
3rd Rotation: SMRPG wins it for 1996 though Metal Slug is likely dead weight plus we're getting to the point where people may have already voted
4th Rotation: 1996 wins, I guess, but honestly I doubt these games have swayed many voters one way or another.

Even if you moved Super Mario RPG to the second rotation it wouldn't defeat Mario Kart 64/GoldenEye 007. In 2009 the combined pair got 35.68% to SMRPG's 17.03%. Sure GoldenEye 007 is weaker now and SMRPG may be stronger, but that's still quite a gap to close with little support from Kirby Super Star/Tomb Raider.

If you ran the world, it would probably be on fire right now.
There aren't a lot of communities out there where 1999 would be more popular than 1996 AND 1997. If the community is Nintendo-centric, it would lose to 1996 and its two big Mario games. If it's Square/Sony centric, it loses to FFVII and SotN.
A PC centric site may give 1999 the victory

Half-Life and Fallout 2 is 1998 and Fallout 1 is 1997. Heck Elder Scrolls II is 1996.

Now I don't know what this PC centric site would actually like, but those are huge PC franchises too, and that's just from what a console gamer like me can recognize.

98 would murder 99 on a PC site. Half-Life and Starcraft alone murder CS and Quake 3. those other games are kinda notable but not exactly loved. there's probably more too.

Whatever, we've all known what this site likes for the better part of two decades now. GameFAQs enjoys big Nintendo games and RPGs and is heavily nostalgic, preferring older games to newer ones. Look at our voting demographic:

It's the second strongest game among the four in the third rotation. Among 1997 games it's the 5th strongest and I may take it over everything from 1996 outside of Super Mario 64 and Super Mario RPG (and Resident Evil if it made the picture)

Oh wow, I haven't looked at the poll today and expected to see 1997 with around 66-67, not 69. What a beast.

And it's such a shame that 2000 will get dumped on in the final stats. It would have done notably better here.

For max strength, 1991 should basically get four pictures of the SNES paired up with its four big games. Even Sonic.
I tried making different SNES pictures for the match

I hope SB at least likes one of them.. or one that someone else made

Not having a single Console pic chosen so far (and I know the most popular ones have had ones submitted) is disheartening

The Metroid II picture looks so damn good, I'd be worried that it would confuse people if Super Metroid weren't front and center for the other year.
