You can't just take Cloud's number of votes halfway through the match and multiply by two to get what he's expected to do by the end. Snake had over 14,000 votes at this point in his match too. Pokemon is still as popular as ever. If you try to rally for Cloud, it will probably just attract more Squirtle voters. Face it, outside of GameFAQs FF VII is pretty much dead. Every time Cloud looks like he's making significant cuts Squirtle gets these magical huge updates and then levels off again.
