Wesker obviously boosted - he's the main villain of RE5 (unlike all the other games where he's more of a behind the scenes, Ocelot-ish kinda figure). And the story isn't convoluted enough to have someone siphon away his boost *cough*LIQUID*cough*.

The Ganondorf of old definitely could, but I'm not certain about nowadays...I still figure so though. If we look at four-ways (don't like to, but it's our newest info), he gets 71.71% on Vergil and 69.22% on KOS-MOS. I'm still wary of how much Wesker could have boosted and figure this match is mostly close because of Ken, so I don't think they're too far from that range. I'd probably take KOS-MOS > Wesker/Ken > Vergil in a contest.
