Kairi wiping out whatever Claire builds up quickly wouldn't be surprising. That after school vote is when we get that massive influx of voters and it's only logical to expect that Kairi would be the beneficiary of that over Claire by quite an amount. Her after school vote may not be as strong as Sora's, but it does not need to be. This is Claire we're talking about and she has a few hundred vote deficit to spin around. This shouldn't be a problem.

The before school vote was a preview of what's going to happen, and it took Kairi nearly 3 hours to increase 300 votes.

Well, Kairi was getting about 52% of the pre-school vote(That's before school starts, not Pre-School)

With a 300-400 deficit, that's plenty considering the votes per update at that time will be nearly double what they are not.
