I think that Luigi/Pac-Man was a fluke/SFF affected, so I don't expect
Yoshi to match Luigi here, even though Yoshi is probably stronger (at
the least stronger than Luigi was last year).
If Pac-Man=20% and Yoshi=27% then Pac-Man gets about 63%. If Pac-Man=Ocelot Spring 2K5, Pac-Man can get 43%+; though if Pac-Man went up Yoshi probably did too. And I don't think Pac-Man is as strong as Ocelot Sp2K5 would have him.
Still, I don't think Yoshi will be able to get on Pac-Man here what Bowser got on Ocelot, which was 66%.
Just going off my intuition, I think some good numbers are 22% for Pac-Man and 29% for Yoshi (which comes from Yoshi/Laharl). That has Yoshi with about 62%.

I know I'm getting way ahead of myself here, but assuming this
performance is legit and Yoshi carries it against Mega Man, Nintendo
may go the entire character without having any of its characters lose with less than 45% (not counting SFF matches, of course).

It's difficult for me to believe Yoshi will not break 40% on Mega Man,
after seeing what Leon Kennedy did to him. Not to mention the Nintendo
boost, of course.

Scorpion isn't universally well known in the sense Mario characters
are, so Pac-Man shouldn't underperform against him for that reason.
Anyway, given their natures, Scorpion and Pac-Man should be among the least likely characters to have fanbase overlap. Their appeals are as different as can be.

Scorpion, Pac-Man, and Max Payne all boosted from 2K2 to 2K3 (somebody might've noted this before). Well, not as clearly for Pac-Man, but still likely... So, it's possible that Scorpion either underperformed against Link, or Link was just stronger iin 2K2 than in 2K3.

Also, I'm thinking that either the higher voter totals as compared to
the Spring caused Ocelot to overperform on Bowser (as in, if they faced
today in the Summer I don't think he'd manage as much), or Bowser's
Spring number isn't valid and Ryu simply fell or was overrated in 2k4.
The latter explains away a lot of lingering questions about Ryu,
KOS-MOS, and Rikku being significantly higher than Tidus (which still
seems wrong to me)...but as great as that would look for Snake, I'd
have to go with the former.
