It only depended on the vehicle in Double Dash.

In Super Mario Kart the fastest were DK and Bowser. Then Mario and Luigi, then Yoshi and Peach and for last Koopa and Toad.

In Mario Kart 64 is the opposite: the heavyweights (Wario, DK and Bowser) became the slowest and the lightweights (Yoshi, Toad and Peach) became the fastest. Mario and Luigi stayed in the middle.

Mario Kart Super Circuit is similar to SMK, but Bowser is faster than the two other heavyweights.

In Mario Kart Double Dash it depends on the vehicle. The barrell train seems to be the best choice there. Not 100% sure, but it should be so.

Koopa Troopa/Paratroopa are my favorite DD!! team. Great offense, great defense, and great acceleration are a formula for the SWEETEST VICTORY.

and in DD, my team of choice was to have was Paratroopa and Baby Bowser with the Barrel Train or Parade Kart. that triple red shell was unstoppable. however, i hate that bastard Blue Shell. you should have been able to turn it off or something. i can't count the number of races that i was in first for the entire race only to get blown up by a Blue Shell not far from the finish line. >_<

i've been saying this for over a year now!!! i love seeing people other than me finally mention Bahamut. probably wouldn't be an elite, but i could definitely see him doing pretty well. he is a very well-known FF character. he doesn't have much depth, but that hasn't stopped other characters from doing well. *coughCronocough* summon or not, he's still likable, useful in the games, and very cool looking, which can draw in the casual votes.
