I have a question I always wondered about individual vote totals changing, but, how can characters (For example, Lloyd) get say, 46,000 votes against Wesker, and then gets less than 25,000 against Zero?

Assuming Tifa wins with exactly 53%, would that theoretically mean that Luigi beats Vyse worse than Yoshi beat Laharl? At the very least, it's got to be close...

Luigi wins 76.5-23.5 or so. Yoshi won 73-26.

No, that's just the nature of a popularity contest. With two characters like Lloyd and Wesker, the voters had to vote for SOMEBODY even though they don't necessarily care for either. The low vote total of that match is proof of that. The minute someone that they cared about came along, those voters abandoned Lloyd for someone they actually like. You don't have to necessarily like someone to vote for them. That's the bread and butter of this contest.
