Possibly kefka. Maybe even lower. Even hardcore FF7 fans hate him with a passion, so he can't be very strong.

I don't know if anyone made a comment on this yet, but Crono's
prediction percentage yesterday was absolutely terrible. The Crono >
the contest upset pick is gonna pay off for those of us who have it

Probably because he has Kefka and Tommy Vercetti in his four-pack. Kefka is always overrated in the brackets, and Tommy has had that tendency as well. Seeing how Crono KILLED Kefka already in a previous matchup, it's baffling how Kefka still got support.
