What the hell? Bowser was slowing down around the same time he did with chun-li, and now he's increasing in percetage again. 0_o

I'm not sure if anyone has tried to give this credit for the PHAT (oh I
went there) Bowser increase, but I'm inclined to believe that Paper
Mario: TTYD had a lot to do with it. Bowser was an incredible character
in that game and could be why he seems to be on such a meteoric rise.

It could also be Mario 64 DS. It's sold well into the millions, and could be a great help to Luigi, Yoshi, and Bowser.
