Well, let's try to put a lil' logic to this (assuming Lloyd stays at about 55%)...

...let's say it was all Angel Kefka's fault that Wesker looked worse than Luca, and that we should try to base Wesker off of Luca 2k4. That puts Wesker at 15.34% on Link 2k4. If Lloyd keeps this up and only beats him with 55%, that puts him at 16.87%...below Crash Bandicoot.

Maybe the mentality in the VC was that the character represented the entire game or series, while in SC, they represent themselves.

Which is true, of course, but that's what Angel Kefka is for. In any case, I couldn't be happier about Kefka > Vercetti. Methinks diabloii.net could have accounted for a non trivial amount of Diablo's strength, and the lack of linkage against Ganondorf trickles down to Kefka and Wesker.

And I keep saying that's precisely the reason Mithos got such a huge chunk out of CGI Kefka.
