Yuffie would easily beat Vyse. Cait Sith would get some of the 'I'll vote for him because he was in FFVII' votes, but he would still lose to him. Don't make me laugh by telling me Barrett of all people couldn't beat Vyse. Like others have said, I'd take Reno or Rude to beat him, but I think Hojo, Palmer, and Jenova would have a close match, and Tseng and Elena would lose.

For the people you addressed as 'already been in a contest,' I was merely adding them to the 16 characters who were in the contest from Nintendo and Square last year. Additionally, I saw that I double counted Zidane, and totally forgot about Cid and Nanami, both of whom I would put at or above Vyse. I was going to throw in the Nibelheim Innkeeper just for a chuckle, but from the looks of it, some people here think he might actually make Vyse sweat a bit. Realistically, I cannot imagine any character, playable or not, from FFVII with any semblence of plot relation who could not, at worst, make Vyse sweat.

I still stand by all PCs except Cait Sith exceeding the VFL (I'm lazy... if we are in agreement that Vyse is in fact the level for fodder we want to use, can we just make the VFL stick?) and Cait Sith may even do it. Throw in Jenova, Reno, maybe Rude, and maybe Rufus, and practically the entire cast of FFVII could beat the majority of teen-seeds.

I don't think I'd take any NPCs over Vyse. none of them are really memorable, unless you put Jenova or something in. I can't even tell the difference between Rude and Reno and Tseng, mostly because I just don't care. Biggs and Wedge and Jessie would get killed, too. I'd take Tifa, Aeris, Barret and Red over Vyse, and maybe Cid. I'd definitely take Vyse over Vincent or Yuffie. (sorry HM)

FF9's first cd is 6 or 7 hours for the normal player, and once you know what to do it's about 3 or 4. you basically have to get to cd3 before Kuja becomes badass.

And RPGuy, I never said Yuffie would be strong. Not too long ago we ranked the FF7 characters by possible contest strength, and here was my list:

Near the bottom of the pack, and she MIGHT be strong than Cid. No higher. But Yuffie would be better contest fodder than the crap we get to see in there now, plus she's actually capable of winning a match. The only character from the big ten I see as nearly incapable of winning is Cait Sith.

Back to Vyse...I think Tales of Symphonia characters would break maybe 60%. Vyse is way too cult despite being on the GameCube. After Mithos' performance in sp2k5, I really don't think Vyse can handle ToS. Honestly, I think Vyse should be dropped in favor of other deserving characters.
